To develop the Islamic-Iranian Blueprint for Progress, wherein the most important principles, ideas of progress, and desired horizons for the next 5 decades are planned and effective strategies for realizing it are designed, Ayatollah Khamenei the Supreme Leader of the Islamic Revolution called on organizations, academic centers, elites and scholars to "deeply review various aspects of the prepared document and propose their opinions in order to complete and promote the supervising document."
The full text of the issuance by the Leader of the Islamic Revolution is as follows:
In the Name of God, The Beneficent, The Merciful,
I thank God Almighty, with his guidance and assistance, for the organized efforts of thousands of experts, university and seminary professors, and young academic elites to design the Iranian-Islamic Blueprint for Progress: it has yielded results after seven years of and in the fortieth year after the victory of the Islamic Revolution. This blueprint has laid out the chief foundations and ideals of progress: it has drafted an ideal outlook of the country for five decades to come; moreover, it has proposed effective guidelines designed to realize a beneficial horizon. --This is a major and difficult but plausible and sweet task: when realized, the country will follow the path of progress. The auspicious advent of the new Islamic-Iranian civilization will take place on Iranian land, God willing.
Forthwith, appreciating the intellectuals, teachers, and scholars, who took up the task of designing this important document and conducted the management of its outline, it is hereby proclaimed that:
1. The Expediency Discernment Council consider the attached document as the upper hand framework of general policies, and they offer complementary proposals to assure its sufficiency for the mentioned position. After issuing the final version of the Islamic-Iranian Blueprint for Progress, The Expediency Discernment Council must review the general policies of the establishment to verify their correspondence with the blueprint.
2. The Islamic Consultative Assembly (Majlis) review the present document through a national perspective and propose required strategies for promoting it as the upper hand document used for outlining the policies of the country; furthermore, they must arrange the required provisions for developing and enforcing the proposals and acts within the framework of the final version.
3. The government, disregarding temporary considerations, study this document’s feasibility and impact and propose enhancements to it. Government's managerial and expert backup in the capital and provinces shall be employed.
4. The High Council for National Security, the High Council for Cultural Revolution, and the High Council of Cyberspace should study and propose suggestions regarding the current version of the Blueprint given their respective fields of responsibilities.
5. Universities, seminaries, and scholars conduct a thorough study of the document, and they collaborate —more than ever— on outlining the goals and the path to the progress, of the country, by proposing concrete suggestions to improve the blueprint.
6. The Center for the Islamic-Iranian Blueprint for Progress must consult with concerned parties to prepare the timetable to study the current version of the pattern; receives and precisely studies complementary ideas or suggestions to be utilized. God willing, the improved version of the Islamic-Iranian Model of Progression must be presented within two years maximum for ratification.
7. Subsequently, schedules will be delineated for all organizations to prepare and for the people to, generally, help with implementation of the model; so, from the beginning of the 15th century, on the Persian Solar Calendar, the implementation of the Islamic-Iranian Blueprint of Progress commences with adequate groundwork and at the desired pace; therefore, the country's affairs begin to pivot around the model.
8. The IRIB, official information and media organizations, broadcasts and publishes the news of the mentioned activities. However, evaluating and promoting the present version of the blueprint is to be the focus of the aforementioned organizations, preventing this important task from being affected by everyday controversies.
Progress demands anticipation and improvement of an individual's social values and mechanisms; hence, this is a gradual and long-lasting phenomenon that depends on faith, determination, and efforts at the national level as well as public patience and perseverance. It requires, most importantly, Divine blessings that assist this nation with the continuation of the Revolution through His heavenly power.

In the name of God, the Compassionate, the Merciful
The Fundamental Blueprint delineates the framework of the Islamic-Iranian Blueprint for Progress and represents the general trajectory of ideal changes to be realized in Iran—in the realms of intellectuality, science, spirituality, and life— towards the new Islamic-Iranian civilization in the next half-century.
This blueprint is designed with major contributions by Iranian intellectuals and scholars and has its foundations in Islamic principles and ideology, and the values of the Islamic Revolution—while taking into consideration Iran's social and geographical needs as well as cultural heritage. Making use of scientific methods, human accomplishments, and the study of future world events: it comprises foundations, ideals, a mission, promising horizons, and strategies. The foundations entail the main universal Islamic, philosophical and scientific prerequisites of progress. The ideals are guiding values for progress that go beyond time and space. Together, the foundations and the ideals constitute and guarantee the Islamic aspect of the blueprint. The mission is the pact for progress mutually agreed upon between the people and the Islamic Republic of Iran's system of governance. The horizon is the projection of ideas regarding the society and ecosystem of Iran, in the next half-century, and defines the genuine goals of the individuals, the society, and the government of Iran in that period of time. The strategies are the major and long-term decisions and actions aimed at resolving important issues of the country and giving the perpetual national potentials the chance to flourish, so as to reach the desired horizon.
This blueprint will be implemented with the unwavering faith, strong willpower, and massive and astute endeavors of the people, as well as the officials of the Islamic Republic of Iran.
Foundations
- Theistic Foundations
- The fundamental basis and axis of individual and social lives of the faithful is monotheism. Allah is the only God, the Omniscient, the Wise, the One who is free of need, the Lord of the Worlds, the Compassionate, the Merciful, the Guider, the Judge, and the Absolute Owner and Ruler of the Universe, who is:
- Just in creation, ruling, and rewarding or punishing.
- The Conqueror, the Compensator, the Feeder of His creations, and the Answerer of supplications and demands.
- The Friend of the faithful, the Supporter of those who fight for God, the Aid of the underdogs, the Avenger of the oppressors, and true to His promise.
- Ideological foundations
The Universe with its worlds of Ghayb and Shohood (the hidden and the apparent; the non-materialistic and the materialistic worlds) is inherently monotheistic, and its spiritual, material, worldly, and after worldly levels are constantly on the path of evolution and elevation towards God.
-A cause and effect system is governing the world. The materialistic world is along the world beyond, and the causes effective in it are not limited to materialistic and natural causes.
- This world is a place of action, and examination, and the step for willful moral evolution and elevation, or descent, and reacts to man's actions based on God-implemented laws.
-God has put the materialistic world for which mankind is the keeper and prospered, at the service of mankind, which would suffice his needs in case of efficient and wise use.
- Anthropological foundations
- The goal for the creation of humankind is cognition and worship of God, reaching the place of closeness to God and vicegerent appointed by Allah as a result.
- The essence of man is composed of inborn and natural dimensions and bodily and spiritual aspects.
- The inborn dimension, which comes from the divine breath, is the source of inherent benevolence, and enjoyment of qualities such as praise for God, religiousness, idealism, truth-seeking, goodwill, a tendency towards beauty, justice-seeking, freedom-seeking, and other transcending values. In the same manner, his natural dimension is the source of other qualities and various materialistic needs.
-A human being reaches learned excellence while reasonably and moderately satisfying the requirements for these two groups of qualities, and needs.
- Humankind has arbitrary excellence and fortune, the ultimate point of which he can reach through right decisions, in the boundaries of seeking divine guidance and intellectual development.
- A human's life continues after death, and the quality of afterlife is based on beliefs, ideology, behavior, ethics, actions, and conduct in this life.
- According to the said preamble, humankind has rights, including the right to a reasonable life, knowledge, ethical and spiritual life, practicing religion, freedom with responsibility, defining own his destiny and fair trial.
- Humankind is a social being and seeks satisfaction of many of his/her needs, and prospering of his/her talents in group interaction and cooperation.
- Sociological foundations
- The society, as the bed of interaction and cooperation to satisfy various needs and prosper talents, does not deny the individual identity, will, and responsibility of its members. However, it can guide their ideology, tendencies, behavior, abilities, and willful actions and be influenced by individuals especially the elites.
- The structuration of the society is mostly based on culture which exists in small and big elements and parts of society like its general identity and spirit.
- The most fundamental building block of the society is the family, which has a unique role in the cultivation, protection, and enhancement of the society's culture.
- Societies, despite some differences, are under the influence of divine rules and common and comprehensive incipient laws.
- Some of the divine rules governing societies and history are as follows: relation between social events and man's self and will; plentitude of blessings in case of Taqwa; justice and perseverance; punishment in case of the spread of cruelty, corruption, sins, and leaving the cause of enjoining good and forbidding wrong; Imhal (giving time) and Istidraj (gradual descent); and ascendency of believers over the followers of wrong.
- Social change happens under the effect of cultural, population, human, geographical, political, economic, scientific, and technological factors.
- A religious society is founded upon the development of social interactions based on religious principles and values, and individual adherence to religion is not on its own a guarantee for the realization of the religious society.
- History is going towards a future, advanced in every material and spiritual aspect, under the rule of faith and Taqwa (piety), and under the leadership of an infallible Imam (AS).
- Real progress comes under the guidance of Islam, with the leadership of a divine leader, the cooperation and unity of people, and attention to the ultimate goal of the realization of the word of Allah.
- Meritocratic Foundations
- Merits are rooted in reality, and their principles are constant, absolute, and comprehensive.
- The principles are discoverable through reason and nature, and the details from Qur'an and Sunnah.
- Merits are flowing in the relational aspects of man with God, self, people, and creation.
- The realization of merits results in progress in this world and fortune in the afterworld.
- Theological foundations
- Religion is a comprehensive cognitive, livelihood framework that came down upon mankind to bring about excellence and fortune in this world and the afterworld.
-The complete, comprehensive and ultimate religion is Islam, which was received by Prophet Muhammad (PBUH) and served to the people by him; its details are in the Sunnah of the prophet and his Ahlul Bayt (AS).
- Islam is in coordination with the system of the universe and human nature; it has an interchangeable role in satisfying intellectual and practical, individual and social, and worldly and after worldly needs; as a result, it has the power to create an ideal civilization and present a pattern for progress.
- Islam has the ability to satisfy changing needs based on time and space, in the boundaries of constant and stable foundations and principles, based on Ijtihad, in beliefs, ethics, and areas of law, with attention to flexible elements of Islamic Fiqh.
- Reliance on reason, human knowledge, and rational experience, is insisted upon in Islam, and divine revelation is considered a means to prosperous reasoning. So, besides relying on Islamic principles, values, and teachings, making Islamic civilization and Islamic progress is also based on human intellect and knowledge.
Ideals
The ideals of The Islamic-Iranian Blueprint for Progress represent the fundamental values that go beyond time or space and determine the direction of the progress. The most fundamental value is reaching the divine vicegerency and a pure life (Hayat Tayyebah). The most important values that constitute a pure life are as follows: knowing the facts; believing in the supernatural world; physical and mental health; tolerating and living among other people; brotherhood and mercy with regard to Muslims; sovereign resistance against the enemies; efficient and fair exploitation of nature; wisdom and committed freedom; social order and respecting laws; comprehensive justness; cooperation, accepting responsibilities and truthfulness; reaching a level of satisfaction with what individuals already have; independence and security; and being extensively available.
Mission
The mission of Iran's people and the Islamic Republic system is to move with wisdom, faith, and commitment toward creating a new Islamic civilization that corresponds with the ideals in Iran's Biome.
Horizon
By 2065, the Iranian people are going to be faithful, generally, followers of the holy Quran and the prophet's (PBUH) and Ahlulbait's (a.s.) traditions -- with Islamic-Iranian lifestyle and family -- and a jihadi (selfless endeavor for the sake of God) spirit; they are going to be law-governed, guardians of national values, identity, and the heritage of the Islamic revolution; they are going to be trained based on their talents and interests to the highest levels of spirituality, science, and skills, then, employed in a related career; and they will experience the feeling of safety, peace, comfort, health, and life expectancy among top global levels.
By 2065, Iran is going to be an international pioneer in producing Islamic-human sciences and the elevated culture; it is going to be among the top five countries of the world in producing ideas, science, and technology; and will enjoy a knowledge-based, self-sufficient economy, that relies on rationality and Islamic spirituality and among the top ten economies of the world. Till then, protection of the environment and sustainability of natural resources -- water, energy, and food security -- will be provided with the least inequality throughout the country; the discovery of resources, the creation of new benefits and opportunities, and the abundance of products for all, while respecting intergenerational justice will be achieved. Poverty, corruption, and discrimination will be eradicated in the country, and public assurance, comprehensive-social security, and easy access to a fair justice system will be provided.
Iran, at that time, will enjoy the continuity of the leadership of a just, courageous, and capable faqih (jurisprudent), and sufficient guarantees for the policies, laws, and systems based on Islam, and will continue to be governed by relying on public vote through free participation of the people in elections far from threat of wealth and power, while benefiting from a structured system, using opinions of all the elites. Iran will maintain full authority for a deterrent defense of dignity, national sovereignty, and independence, comprehensive security including territorial integrity, and the main factor of Islamic unity will be regional stability and global justice and peace.
By 2065, as for general levels of progress and justice, Iran will be placed among the top four Asian countries and the top seven countries of the world; Iran will have prominent features of an Islamic society and the desired new Islamic-Iranian civilization.
Strategies
1. Explain and promote the original Islam of Muhammad (PBUH) according to the requirements of the time.
2. Strengthening and deepening the monotheistic culture and faith of the hereafter and the unseen.
3. Expansion of Quranic culture and deepening of knowledge and continuity of love for Ahl-ul-bait (AS) by preserving the customs of Ashura, and awaiting [Imam Mahdi (a.s.)] without diversion and distortion.
4. Promoting the teachings of Islamic ethics and civil norms, and practical advocacy of the religion.
5. Scientific and realistic identification of the values and achievements of the Islamic Revolution.
6. Development of Quranic, rational, and scientific education.
7. Educating a capable, creative, and responsible human force who have a spirit of collective participation, emphasizing on Jihadi culture and quality.
8. Promotion of professional position, social position, and dignity of academic and cultural professionals, especially teachers and professors.
9. Explaining, promoting, and institutionalizing healthy and family-oriented Islamic-Iranian lifestyle via facilitating marriage and consolidating family, promoting a culture of health in all dimensions.
10. Attempting to revive and develop the Islamic-Iranian symbols, especially in clothing, architecture, and urbanization while preserving cultural diversity throughout the territory.
11. Researching and theorizing to explain that there is no contradiction in binaries such as reason and hadith; science and religion; advancement and justice; being Iranian and Muslim; and production of wealth and spirituality by the scholars and academic institutions of the country.
12. Strengthening and developing original, indigenous, and useful scientific production in the humanities, using the basic sources of Islam and human achievements.
13. Development of interdisciplinary science with innovative and useful multidisciplinary studies and research.
14. Long-Term and sustained intellectual cooperation of the elites and prominent academic organizations of the country in the International field.
15. Increasing support and proportional demand of the most prominent academic institutions and personalities of the country, for the production of science, to meet the needs and solve the basic issues of society.
16. Assessing effective informal skills and knowledge, upgrading skills and knowledge, and diversifying skill-developing methods.
17. Promoting basic knowledge and expanding networks of science, technology, and innovation, with mutual cooperation of scientific and research institutions, industries, and government, in the process of producing goods and services.
18. Promoting indigenous professional skills to industrial technologies by using new scientific achievements and historical experiences: reviving specialized production markets according to territorial capabilities.
19. Developing and expanding the movement of performing arts businesses and applications of cyberspace, using Iranian-Islamic cultural and literary heritage along with national and local capabilities, according to the demands of the regional and global audience.
20. Commitment to the observance of Islamic principles and rules in accordance with the purpose and structure of decisions, policies, and economic and financial institutions.
21. Realizing tax justice, and reducing the differences in the total net income of households by creating an integrated tax system, social security, and providing financial facilities through the use of the National Intelligence System.
22. Facilitating the entry of entrepreneurs into the economic realms, especially the evidence-based economy, and reducing business costs with an emphasis on reforming the laws, regulations, and executive procedures of the country.
23. Realization of justice in the legal structure of the banking system by creating monetary discipline: getting rid of loan usury, granting a fair distribution of money to the banking system, and equitable enjoyment by the public of monetary services.
24. Independence of the state budget from revenues earned through the exploitation of natural resources and public wealth; and the transfer of these incomes to people through the provision of intergenerational justice.
25. Ceasing to sell raw materials of natural resources, within 15 years from the start of the implementation of the blueprint, and replacing it with the progressive chain of national value-added production at home and abroad.
26. Immunization and strengthening processes, policies, decisions, and economic institutions against exogenous purposive and non-purposive economic and political impulses.
27. Developing infrastructure, economic and social activities, and consumption of water, energy, and other vital resources in accordance with capacity, rights, and bioethics.
28. Maintaining public property rights over natural resources and national wealth, while observing protection, environmental and intergenerational considerations in exploiting them.
29. Reducing energy consumption and adjusting the share of energy production and energy consumption from clean energy sources.
30. Establishment of a balanced population and regional balance in the territory based on national capacities and allocation of facilities, and facilitating and encouraging investment in the economic and cultural sectors of different regions, and empowering deprived areas with respect to territorial talents.
31. Decentralization in the economic and financial structure of the country by allowing the provinces and cities to adopt planning and decision-making within the framework of national policies.
32. Using active economic diplomacy in acquiring advanced technologies, encouraging foreign investment for export, and supporting the exportation of value-added domestic products.
33. Enhancing the territorial capabilities and relational status of Iran through the establishment of an advanced infrastructure to transform Iran into a strategic, cultural, scientific, technological, and economic hub.
34. Expanding natural, cultural, religious, and medical tourism poles, centered around identity-making regions and centers.
35. Providing food security and safety, while promoting healthy eating and mechanisms for monitoring the production and distribution of food and consumer products.
36. Complete coverage of care and services and the fair distribution of health resources.
37. Interdepartmental cooperation and systematic participation of people in health promotion, prioritizing preventing and controlling threatening factors.
38. Adjusting the fertility rate over the level of succession.
39. Strengthening and promoting indigenous knowledge, in the area of health, based on solid scientific evidence.
40. Improving abilities in the field of medicine to provide education, services, and products on a national and international scale.
41. Improving women's space and rights, while upgrading their social realms and fair opportunities, and insistence on the sacred role of motherhood.
42. Enhancing the judiciary's independence, power, responsibility, and specialization through educating and employing knowledgeable and engaged judges; developing continuous improvement of knowledge; and supervision of judges and judiciary's employees’ performance; and reforming and digitalizing judicial processes.
43. Designing and implementing solutions for crime prevention while increasing social knowledge, ethics, and general taqwa (self-observance; piety).
44. Development of a deep understanding and strengthening the foundations of religious democracy based on the guardianship of the Islamic jurist.
45. Protection and reinforcement of religious democracy, popular contributions, justice, and political stability.
46. Development and reinforcement of popular associations to increase social capital and strengthen the internal structure of the system.
47. Reinforcing the atmosphere of free thought to scientifically evaluate and criticize current and previous policies and actions, in order to constantly reform them, protecting the Islamic Revolution's path.
48. Improving official, popular, and media supervision on the pillars and elements of the system, and preventing interference between legal and personal identities of officials and government employees, reprimanding the corrupt, without discrimination, especially in managerial levels.
49. Full implementation of the guarantees foreseen in the Constitution -- in the areas of social and individual liberties, education, and extension of civil rights and responsibilities -- enhancing the sense of freedom in individuals.
50. Defining fair rules and making transparent processes for allocation of public facility and privileges, pay, wealth, and livelihood of officials, and financial expenses of politicians and political entities’ activities.
51. Choosing officials and managers, based on their practical adherence to sufficiency in livelihood and their efforts to uphold the values of justice, righteousness, truthfulness, trust, devotion, and responsibility.
52. Reinforcing the ruling power, enhancing the political system, and adjusting the country's administration with new methods so that less than one percent of the population are public employees.
53. Preventing the formation of threats to the Islamic Republic of Iran, developing popular mobilization and reinforcing the preemptive defensive power.
54. The Proximity of Islamic schools of thought, reinforcing unity and coherence among Muslims through insistence on religious common points, and refraining from insulting the sanctities of other Islamic schools of thought.
55. Extension of reasoning and the spirit of Jihad in the Islamic world, supporting Islamic movements and liberating uprisings demanding the rights of the Palestinian people.
56. Insistence on multilateralism, development of general diplomacy, and contributing to international peace and reciprocity.
