Ayatollah Sistani's message to Imam Khamenei on the martyrdom of the Gen. Hajj Qasem Soleimani

Ayatollah Sistani addressed a message to the Leader of the Islamic Revolution, wherein he expressed condolences on the martyrdom of the eminent General, Hajj Qasem Soleimani. The full text of the message is as follows:

In the Name of Allah, the Beneficent, the Merciful,
"We are the servants of God and to Him, we shall all return." {Quran; 2:156}
Dear Ayatollah Khamenei (may your blessings continue)
Allah’s peace, mercy and blessings be upon you
The news of the martyrdom of the distinguished General, Hajj Qasem Soleimani (may Allah 's mercy be upon him) brought deep sorrow and sadness. The extraordinary role he played during these many years in the fight against the ISIS agents in Iraq and his numerous services are unforgettable.
I would like to express condolences on the heartrending loss of the eminent martyr to you, to his respected children, his other relatives, and all the dignified Iranian nation, especially the dear people of Kerman. I ask Allah, the Exalted, to elevate his rank in the Heavens to the highest degree, and to bestow patience and rewards on his family. There is no power or strength except in the Great and Exalted God.

Please guide to khums issue during this Corona situation. I want to know is I can give my khums to an organisation who doesn't have an ijaza of collecting KHUMS ?? Can I give them my shaheme Saddat ?? And half portions of Shaheme Imam to such organisations who are working for Corona relief and helping Saddat and Poor and needy !!!
