All praise is due to Allah, the Lord of the Worlds, and peace and greetings be upon our Master and Prophet, Ab-al-Qassem Al-Mustafa Muhammad, and upon his pure, immaculate and chosen household, especially the one remaining with Allah on earth.
You are very welcome, dear brothers and diligent and hard-working personnel of the Police Force. Fortunately, the services and endeavors of the Police Force have become clear to many of our people. Throughout the past years, I have always advised the Police Force that you have two sides: one is that of power and another is that of mercy and that these two sides complement one another. Both your power and your mercy and kindness will be beneficial to the nation. The people are fortunately witnessing this mercy and as for power, it is evident in the different divisions of the Police Force.
You are really working hard. For example, in Farvardin, when everyone is busy celebrating the eid with their family, you are busy working hard on roads, in the city and in different other places. The people understand this. Regarding the recent floods, the Police Force thankfully had a brilliant performance. It rendered services and it ensured security.
Thankfully, the Police Force is in a good condition. However, as the honorable Commander Mr. Ashtari mentioned, this is not the ultimate level that we want for the Police Force. The Police Force is in good condition. It is better than the past. You have made progress and moved forward – the very act of moving forward is valuable because stagnancy, silence, retrogression and decline are grave flaws. Your movement and progress have been satisfactory, but this does not mean that the Police Force is at a level that the Islamic Republic desires today. You should endeavor to reach that level.
Dear brothers, notice that very good personalities in the Police Force are many, but if there are a few bad elements among this large number of good personalities, then all these virtues and achievements will be questioned by public opinion. For example, if there is an incompetent agent in such and such a police station who makes the people return dissatisfied and upset during the hours when that specific agent is at his post, arousing their suspicion against him and making them doubt his honesty, sincerity and work, this will be extended to the entire force in their minds. Therefore, you should try to supervise and watch over the entire line. Imagine that there is a vertical line: at the top, there is the command and at the bottom, there are the subordinates. Therefore, you should supervise the entire line.
One point that I have written down is that you can play a part in boosting production about which I have spoken. One way of playing a part is what he [Mr. Ashtari] mentioned: when there is security, economic dynamism will naturally be easier and more feasible. If there is no security, economic dynamism will become either difficult or impossible. Therefore, ensuring security will help attain the dream of and economic boost. This is one way, but it is not the only one.
One of our problems in the area of boosting production is smuggling: smuggling as well as unnecessary imports. Of course, the officials in charge of each problem are different. Official imports which pass through the customs office and other official outlets are one issue and smuggling is another issue.
You can combat smuggling in the true sense of the word. Unfortunately, today, smuggling is a two-sided process in our country. Certain things are smuggled into the country and they destroy and defeat production and certain things are smuggled out of the country. In the present time, I have received reports showing that some individuals buy, from farmers and producers, the products that the people need – agricultural and other products – at a higher price than what is normal and then they sell them somewhere else.
And this is not merely an effort to gain more profit. One feels that there is a plot, a thought and a hand behind all this. They target those areas which reveal the existence of an ulterior motive. Their intention is not only to gain more profit. If you take care of them, in my opinion, these are very important matters.
Another area where you can play a part inside the country – this has nothing to do with boosting production – is the issue of ensuring the security of cyberspace. Today, the role of cyberspace in the people’s lives is not like five, ten years ago. The expansion of cyberspace has been enormous and dramatic. Well, there are benefits and dangers to cyberspace. And the dangers are grave. If there is an unsafe environment in cyberspace, it is the people who will suffer a loss. Well, you – FATA [Iranian cyber police] and other police divisions – are adopting certain measures. You can enter this arena seriously in the true sense of the word and you should work hard. Your cooperation with the judiciary branch both on this issue and on the previous issue – boosting production and combating smuggling – is very important.
We have more enemies compared to many other countries. The enemy finds the ways to infiltrate, one of which is the issue of cyberspace. You can play a role in this regard and your role will be important. You should get involved in this area in a comprehensive and serious manner.
Another issue is the issue of buying and selling weapons. In certain places in the world, purchasing and selling weapons is free due to the interests of well-known companies and as a result, they have gotten stuck. It is many years now – it is not about today and yesterday – that there has been a serious discussion about what they want to do regarding the freedom to buy and sell weapons. There are some people who are sympathetic and interested in the fate of their society. They insist that this should be stopped. And there are some people who have close connections with weapon-building companies – there is really a mafia – and who prevent this from happening. Well, they do not know what to do.
Thankfully, we do not have this problem. In our country, buying and selling weapons is forbidden, but it is being done anyway. They present their products in cyberspace and others buy and sell. They display their products in cyberspace. The murderer in Hamedan published a photo of himself in Instagram, carrying and displaying his weapons – I saw four versions: there were different weapons. This is an important issue. Why should we allow this to happen? Whose job is it to attend to this matter? It is your job to do this. More than anyone else, you are responsible on this matter.
In my opinion, the Police Force can play its part, as has thankfully been the case until today. If someone does not see these clear, desirable and sweet realities about the Police Force, they have been unfair. Today, the Police Force has dramatically changed compared to years ago – let alone comparing it to the pre-revolutionary era and they are not comparable at all. Most of you do not remember the pre-revolutionary era, but we do. We had contact with the police force of those days and we used to see how they behaved towards the people during the revolutionary activities and the like. We used to see what they were doing.
However, I do not want to compare our Police Force with that of the pre-revolutionary era, but even after the Revolution, the Police Force had certain weaknesses for many years. It had some shortcomings in certain areas, it was pessimistic in certain ways and it used to behave in an abnormal and bizarre manner regarding certain issues, but many of those shortcomings have been corrected and there has been great progress. This should really be seen because it is a reality. However, as I mentioned before, this is part of the ideal, not the whole of it. You should work hard, ask God to help you and move towards establishing a police force which befits the Islamic Republic with your innovations, with correct thinking and with sincere intentions, God willing.
