I am grateful to Almighty Allah that under His grace and guidance, the Expediency Council succeeded in performing its legal duties and rendering services for another five-year term. The proposal and formulation of the country's 20-Year Perspective Document and macro policies topped the list of the various services rendered by the council.
I consider it my duty to express my gratitude to all the honorable members of the council and the staff of the secretariat, especially to the council's esteemed chairman, for their efficient performance and appropriate management.
The proper makeup of council members will provide the honorable council with an opportunity to explore different issues from their various aspects, and reliance on the views of experts and authorities will cause the council's ratifications to enjoy adequate validity and reasoning.
Therefore, I deem it necessary to advise the honorable council to further benefit from expert views in order to bolster up this significant asset and encourage active participation and well-reasoned discussions on the part of its members.
The compilation and formulation of documents forming the basis of the Expediency Council's ratifications and ranking among scientific documents will undoubtedly be advantageous to scholars and researchers.
Now, for the new five-year term, I appoint the following legal and real persons to the council under the chairmanship of Hojjatoleslam-val-Muslemin Hashemi-Rafsanjani:
- The honorable heads of the three government branches.
- The esteemed Islamic jurisprudents on the Guardian Council.
- The minister to whom or the director of the state organization to which the discussed issue is related.
- The director of the parliamentary commission to which the discussed issue is relevant.

I pray to Almighty Allah to bestow success on the honorable members of the Expediency Council in carrying out the momentous responsibility that has been entrusted to them and in heeding the recommendations mentioned in the text of and in the attachment to this directive.
