The Leader of the Islamic Revolution referred to the rigged elections which were held by dependant governments before the Revolution and added: "The despotic Qajar and Pahlavi kings thought of the country as their personal property and the people as their subjects. In the absence of the public, the government used to draw any names it wanted out of the ballot boxes, but the Islamic Revolution turned a new page in history and restored power to the people."

Ayatollah Khamenei touched upon the decisive constitutional role of public vote and determination in indirect or direct election of government officials, further reiterating: "This has continued with full power throughout the past 30 years, but the enemies whose illegal interests were jeopardized in Iran ignore or reject the valuable role of public presence in the management of the country and try to question the accuracy of our elections."

His Eminence said that Iran's elections are free and enthusiastic compared to other countries that claim to be democratic. He added: "Healthy and appropriate elections have been held in Iran due to enthusiastic public presence. But unfortunately some unfair and ungrateful individuals among the nation, who expect the people to pay attention to them, talk against the nation.
