The following is the full text of the decree:

In the Name of God, the Most Beneficent, the Most Merciful,

Hujjatul-Islam Sayyed Abdul-Fatah Navab (may his successes last long),

Now that Hujjatul-Islam Ghazi-Asgar, after a term of successful work as the supervisor of Hajj pilgrims, has resigned from this responsibility, and while thanking him for his extensive services, I hereby appoint you—who own comprehensive qualifications and valuable experience in the substantial matter of Hajj, as well as productivity and seriousness in your previous positions—to the position of my representative in Hajj affairs and the supervisor of honorable Iranian Hajj pilgrims.

Hajj represents a great blessing that God has bestowed upon the believers as well as a unique individual, social and international opportunity for them. It is important for us to understand the value of this blessing and enhance the capacity for benefiting from it at individual and social scales. The manner in which this auspicious event is organized and managed can be instrumental in bringing about this understanding and benefiting. It is hoped that you are granted God’s assistance in this sensitive arena, and you successfully pass this trial.

God’s peace and mercy be upon you,

Sayyed Ali Khamenei
