He stated that it is an essential obligation for religious bodies, scholars, and all pious individuals to cultivate commitment to prayer by promoting its instruction, elucidating its profound subtleties, and utilizing new tools and methods to achieve this aim.

In the Name of God, the Compassionate, the Merciful
And may peace be upon Muhammad and his pure Progeny.
The [National] Prayer Conference is one of the most beneficial gatherings in the country, and the day on which this conference is held is one of the most blessed days of the year. This is due to the prominence and distinction of this meaningful and life-giving religious duty among all Islamic obligations.
When prayer (salat) is performed with its proper etiquettes, such as humility and a feeling of devoting one’s heart to God, it calms a person’s heart, strengthens one’s resolve, deepens our faith, and revives hope.
And indeed, a human being’s destiny, both in this world and the hereafter, is dependent on one having such a heart, such a resolve, such faith, and such hope.
This is why in the Quran and other religious texts, the recommendation to pray is emphasized more than other recommendations. And this is why the call to prayer (Adhan) tells us that prayer is superior to all other actions.
Fathers and mothers, and subsequently teachers and companions, and then the regulations and habits of life related to prayer, all play a role in spreading and maintaining commitment to it.
Organizations responsible for promoting religion, religious scholars, and all believers must regard encouraging prayer to be their absolute duty and use new tools and incentives for teaching and promoting prayer, clearly explain its meaning, and highlight every Muslim’s worldly and spiritual need for prayer.
I would like to sincerely thank Mr. Qara’ati for planting this fruitful sapling [The National Prayer Conference] and for cultivating its growth to this stage.
May God’s greetings and mercy be upon you.
