Ten, twelve years ago, France conducted three nuclear tests - in a row - in the ocean. These tests are destructive and they destroy the marine environment. They conducted three dangerous tests. And there was little criticism over this matter in the world and later on, they shut mouths and it was over. This is while we are not after nuclear tests. We are not after nuclear weapons. And this is not because they are telling us not to pursue these things. Rather, we do not want these things for the sake of ourselves and our religion and because reason is telling us not to do so. Both shar'i and aqli [related to logic and reason] fatwas dictate that we do not pursue them. Our aqli fatwa is that we do not need a nuclear weapon either in the present time or in the future. A nuclear weapon is a source of trouble for a country like ours - I do not want to expand on this matter. So, nuclear achievements are very important and pursuing this industry and industrializing the country is a very important task. This should receive attention.

We do not agree with this at all. Nuclear energy is a popular and domestic industry. It belongs to the people. Its science and technology belong to the people and they should move forward in it. Progress is the essence of any industry and technology.They bring up the issue of a nuclear bomb. They themselves know that we are not after building a nuclear weapon, but they have used it as an excuse to exert pressures on the people of Iran. During the nuclear negotiations, we have fulfilled all international commitments. We have been committed to political-Islamic ethics in these negotiations and we did not break our promises. We did not act in a hypocritical way. The Americans form the opposite camp against us. It is they who went back on their promises and acted in a hypocritical and deceitful way. Their behavior is a lesson for our people. It will be good for those intellectuals in the country who still do not know who the other side - America - is to take a look at these negotiations and see who they are dealing with. They should see what America is doing at a global level. The threats that they issue are of no use. They threaten to impose more sanctions or to make military moves against Iran. These are threats which do not intimidate the people of Iran. The people of Iran have stood firm and by Allah's favor, they will emerge victorious out of this great test.

Our experience about the behavior of the other side gives us the feeling that this will become a tool for them to make constant excuses about details. If they want to make an agreement, they should agree about details and general points in one single session and then they should sign it. If they come to an agreement about general points and then they attend to details on the basis of these general points - which are vague, interpretable and analyzable things - this is not reasonable.

But we have managed to make progress in the nuclear area and in the area of nanotechnology, stem cells, defense industries, airplanes and missiles- to the despair of the enemy. Why should we not be able to make progress in the area of economy? We - who have made so many achievements on these scenes and in different arenas - can make the economy blossom if we show determination and join hands. We should not pin our hopes on the enemy to see when he lifts sanctions and when he agrees to something. Damn the enemy! We should see what we ourselves can do.

Sanctions existed against us even before the nuclear issue was brought up and they will continue to exist. Even if the nuclear issue and these negotiations are resolved, you will see that these pressures will continue to exist. We should build up immunity against these pressures and we should strengthen domestic structures. We should strengthen our economy so that the enemy becomes disappointed at influencing this area. When the enemy is disappointed, the people and the officials of the country will feel at ease.

Everyone saw their support of those well-known terrorists who are proud of being terrorists. Everyone saw that the Americans broke their promises and that they lied. The entire world saw these things. Nevertheless, they continue to speak about human rights and they do not feel ashamed. Such extent of shamelessness in their behavior is really a strange phenomenon

    I would like to raise a point about the recent contentions over the arena of foreign policies, our nuclear issues, the current negotiations and other such things. First of all, I insist on supporting the officials who are in charge of this. I support all administrations and all officials - whether officials in charge of domestic affairs or officials in charge of foreign affairs - and this is our responsibility. I would like you - including the people who are present in this meeting, our wise, well-informed and highly motivated youth and our university and school students throughout the country - to think about such issues. As I once said, you are the officers of the soft war.

    Today, the condition of the Islamic Republic has dramatically changed compared to its condition in the year 2003. In those days, we used to bargain for two, three centrifuges, but today several thousand centrifuges are working. Our youth, our scientists, our researchers and our officials made great efforts and moved things forward. Therefore, we will not suffer a loss as a result of today's ongoing negotiations. Of course, as I said, I am not optimistic and I do not think that these negotiations will produce the results which the Iranian nation expects. However, it is an experience. This will broaden and strengthen the experience of the Iranian nation. It is alright to hold these negotiations, but it is necessary for the Iranian nation to be vigilant. We strongly support our officials, who are active in the camp of diplomacy, but our people should be vigilant. They should know what is happening so that some mercenary promoters of the enemy and some promoters who receive no rewards and who further the goals of the enemy out of naivety cannot mislead public opinion.

    You should pay attention to the fact that the current negotiations with these six countries - including America - are only about the nuclear issue and nothing else. In the beginning of this year, I said in Holy Mashhad that there is nothing wrong with negotiations on particular issues. But I said that I do not trust these negotiations and I am not optimistic about them. However, if they want to negotiate, they can do it and, by Allah's favor, we will not suffer a loss in these negotiations. The Iranian nation benefits from a certain experience which I will refer to in brief. This experience will increase the intellectual capability of our nation, like the experience that we gained in the year 2003 and 2004 in the area of suspending our enrichment activities. At that time, during negotiations with the Europeans, the Islamic Republic agreed to suspend its enrichment activities for a while. But this turned out to be to our benefit. Why? It is because we found out there is no hope at all that our western partners will cooperate with us if we suspend our enrichment activities. If we had not accepted that optional suspension - of course, it was imposed in a way, but we and our officials accepted it anyway - some people would have said, "If you had retreated a little bit, all problems would have been solved and Iran's nuclear file would have become normal". That act of suspending our enrichment activities brought us this advantage: it became clear that problems will not be solved by retreating, suspending enrichment activities, postponing our work and cancelling many of our plans and programs. It became clear that the other side is after something else. We noticed this and therefore we started our enrichment activities again.

  • America's hostilities will never be over

    One reason is that the enmity of America towards the Iranian nation and the Islamic Republic is not at all about the nuclear issue. It is wrong to think that America's hostility towards us is based on the nuclear issue. This is not the case. The nuclear issue is an excuse. Even long before the nuclear issue - that is to say, since the beginning of the Revolution - these hostilities and oppositions existed. Even if one day the nuclear issue is resolved - imagine that the Islamic Republic retreats, which is the thing they want - you should not think that these hostilities will be over. No, they will gradually make tens of other excuses. For example, they will say, "why do you have missiles?", "why do you have drones?", "why are you on unfriendly terms with the Zionist regime?", "why do you not officially recognize the Zionist regime?", "why do you support resistance groups?" in, as they call it, the Middle East region and why and why and why... The issue is not that they have disagreements with the Islamic Republic about its nuclear program. This is not the case. America's sanctions began since the beginning of the Revolution and these sanctions increased on a daily basis so much so that today, it has reached a high level.

    A number of countries may offer their natural resources and oil barrels to leading countries in terms of wealth and knowledge and they may buy their products in return. In such countries, a kind of superficial progress may be achieved, but this is not real progress. The real progress is inborn and it is made when a nation depends on its own domestic capabilities. The value of countries, governments and nations depends on this inborn power. If a country makes a leap on its own and if it achieves growth from the inside, this will make this country and this nation valuable, important and respected. But if such growth is not achieved from the inside and if it is achieved with the help of others, then this country will not earn respect. Well, during the time of Taghut, it was foreigners and westerners who were prepared to do part of the work related to the nuclear technology in our country and they used to sign certain contracts with Iran. The Bushehr nuclear power plant, which we built with great difficulty after the passage of many years, was supposed to be built by the Germans. Of course, the Germans took the money and did nothing in return and after the Revolution, they did not give us any answer. Now, imagine that such and such a western country builds and manages a nuclear power plant for us and then we benefit from the electricity that such a power plant can generate. This has no dignity and value for a nation. Respect and dignity are achieved when a nation shows its own capabilities. When you develop such a capability, then you can benefit - on an equal footing - from the capabilities of other people, as they benefit from your capabilities.

    They raise the issue of nuclear weapons. Well, we do not believe in nuclear weapons, not because of such and such people and not because of America and other countries. Rather, we are against nuclear weapons because of our belief. No one should have nuclear weapons. When we say that other countries should not have nuclear weapons, it means that we ourselves should not and will not have them. But, their problem is something else. If certain countries emerge which put an end to their exclusive right, they will have no problems with that. Of course, they do not want to give up their self-proclaimed right, but if this happens, they will not create uproar about it. But when it comes to Islamic Iran and the Islamic Republic, they create uproar. Why do they do this? It is because having such a capability and power is a source of support for the Islamic Republic which is based on "[Deal] not unjustly, nor shall you be dealt with unjustly." This is the main challenge. We should know and see this. With such an outlook, we should analyze and interpret the behavior of America, the west and such and such a country and orientation which is dependent on and attached to these powers. This is the Islamic Revolution.

We should adopt such an outlook on sanctions, domestic wars, coups d'état and other events which have taken place during the recent years such as the nuclear issue.

    The problem with them is that they do not want Iran's nuclear issue to be resolved. If it had not been for their stubbornness, the nuclear issue would have been easily resolved. On many occasions, we came very close to a solution. They signed the agreements. The International Atomic Energy Agency signed the agreements. It admitted that the problems had been eliminated. The documents exist. These things cannot be denied. Well, the issue should have ended. The nuclear file should have been closed. But the Americans immediately created a new problem. They do not want the nuclear issue to end. There are many examples in this regard. Resolving the nuclear issue with the Islamic Republic is an easy and smooth matter due to the nature of the Islamic Republic. However, when the other side does not want this issue to be resolved, the conditions would be no better than they are. Therefore, they should pay attention to this point. In the case of the nuclear issue, the Islamic Republic has acted in a legal and transparent way and it has also been reasonable and logical. However, they believe that the nuclear issue is a good excuse to pressure the Islamic Republic. Even if the nuclear issue were resolved, they would create another issue to pressure the Islamic Republic.

    They say they are concerned that we might go after producing nuclear weapons. The ones who are saying this are no more than a few countries whose names I mentioned earlier, and they call themselves "the global community". They say that the global community is concerned. No, the global community is not at all concerned. The majority of the countries in the world are on the Islamic Republic's side and they support our demand because it is a legitimate demand. If the Americans wanted to resolve the issue, this would be a very simple solution: they could recognize the Iranian nation's right to enrichment and in order to address those concerns, they could enforce the regulations of the International Atomic Energy Agency. We were never opposed to the supervision and regulations of the International Atomic Energy Agency. Whenever we are close to a solution, the Americans cause a problem in order to prevent reaching a solution. My assumption and interpretation is that their goal is to keep the issue unresolved so that they can have a pretext for exerting pressure on us. And as they themselves said, the purpose of the pressure is to cripple the Iranian nation. Of course, much to the dismay of the enemy, the Iranian nation will not be crippled.

That is what the Islamic Republic is thinking about, so it insists that Iran should obtain this nuclear knowledge and technology. Chinese people received nuclear energy as a gift from the Soviet Union But our youth achieved nuclear energy through their own efforts. Both China and Russia even provided North Korea with nuclear technology. The same is true about India as well – of course in other aspects. The bitter dispute that was caused between China and Russia – as you know, there was bitter dispute between these two communist countries for several years after the Stalin era, like the dispute between the East and the West, and maybe a little more serious than that. On the one hand, China provided Pakistan with nuclear energy technology, and on the other hand, Russia provided India with nuclear energy and helped them make other sorts of accomplishments. None of the countries which have made progress in various fields are in a similar situation as our country today. While our country was the subject to enmity from several countries – both the communist countries of the East and the capitalist countries of the West seriously opposed us; European countries, eager to adopt a moderate stance, not only did not help us but dealt blows to our country as well – our smart and clever youth managed to make progress. Great achievements have been made in the country, which is the cause of hope about the future. Our youth can make progress in the future as well. Therefore, I am very optimistic about the future.

They came and said that it was impossible for us to finish the project and start using the power plant. This was their judgment. They said it was totally impossible. They said we had to ask foreigners for help. We did not invite foreigners, however. Instead, our own experts went there and finished it. And now it has been generating electricity for years and the country has been using its output.
